**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to two 1-year renewal options)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT (approximately 160 hours/month; occasional evenings, weekends, and holidays as needed)
**Overview**
A Texas state agency seeks a senior-level Systems Analyst to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program as part of the Fiscal Management Statewide Fiscal Systems team. The CAPPS HR/Payroll system is built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53, and includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit. The selected candidate will serve as the functional subject matter expert for the CAPPS HR/Payroll Time and Labor (T&L) module, supporting a network of 100+ state agencies. This role requires adaptability to learn and integrate new systems and platforms as needed, such as CGI Advantage.
The position is approved for remote work within the continental United States, with infrequent ad-hoc on-site requirements at the agency's Austin headquarters as business needs dictate. The candidate must complete a minimum of 10 hours of annual professional training in a relevant area of expertise, conducted on personal time and at their own expense.
**Key Responsibilities**
- Serve as the functional subject matter expert for the CAPPS HR/Payroll Time and Labor (T&L) module, including module ownership, production support, issue resolution, configuration and maintenance, business process leadership, change management, testing coordination, integrations oversight, compliance and policy alignment, training and user support, reporting and analytics, and release management.
- Perform functional configuration for TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value Lists, Security Groups, and Time & Labor Rules and Rule Programs, including Rule Definitions.
- Implement and support Fluid timesheet functionality, including project planning, requirements gathering, system configuration, Fluid timesheet setup, security and roles, integrations, testing, training and documentation, expansion and change management, and ongoing support and maintenance.
- Apply technical skillsets using Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL proficiency, and PeopleSoft security, inclusive of State of Texas multitenancy requirements.
- Monitor all T&L batch jobs, including tracking job schedules, monitoring job execution, detecting and responding to failures, validating output, managing dependencies, performance tuning, documentation, proper communication and escalation, and ensuring compliance when schedules must be altered.
- Utilize tools and environment knowledge including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports.
- Provide functional support for the CAPPS HR/PY application and serve as a point of contact for state agencies.
- Create and/or review Functional Design Documents (FDDs), perform functional configuration system changes, and other functional activities, including PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer).
- Collaborate cross-functionally with strong problem-solving and troubleshooting skills; interpret state HR policies into system configuration and code modifications; gather requirements for break/fix or system enhancements; perform documentation and testing (UAT, regression testing); manage incidents in systems like ServiceNow and BOSSDesk; communicate effectively with policy personnel, other analysts, 100+ agencies, and Managed Services Tier 3 vendor; account for interdependence on legacy systems (SPRS, HRIS, etc.); provide structured cross-training to support junior analyst capability growth; and provide comprehensive training and support to agency personnel.
- Coordinate and participate in project-level activities, including expansions with additional module implementations or enhancements for agencies, and cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, state legislative changes, federal mandates, and third-party integrations.
- Oversee and coordinate the Fiscal Year-End, including planning, scheduling, and communicating; Time & Labor Fiscal Year End Leave Liability File processing; and loading leave data to the Emergency Leave Reporting application.
- Provide advanced Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
- Ensure that all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
- Work under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks while following established processes and procedures.
- Oversee and act as the first line of support to ensure that only accurate data is produced, security (including multi-tenancy) is enforced, the system performs efficiently, and all applicable policies are enforced.
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM).
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
- Participate in Disaster Recovery and Upgrade Testing activities.
- Make presentations at user groups and steering committees as requested.
- Participate as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via the system, considering security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implemented.

**Required Qualifications**
- 15+ years of extensive knowledge and understanding of State of Texas applicable policies.
- 15+ years of extensive knowledge and experience performing system configuration changes.
- 15+ years of extensive technical skillsets with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
- 12+ years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
- 10+ years of extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies.
- 10+ years of extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.
- 10+ years of extensive experience supporting the CAPPS Time and Labor module in PeopleSoft HCM version 9.2.
- 10+ years of extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ).
- 10+ years of extensive familiarity with support tools such as PUM, Fluid and Elastic Search.
- 10+ years of experience performing functional project management activities in support of a state CAPPS program.
- 10+ years of experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
- 10+ years of experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
- 10+ years of experience participating in Disaster Recovery exercises.
- 10+ years of experience preparing and presenting executive-level presentations.
- 10+ years of experience gathering and presenting applicable data in support of a variety of audits and open records requests.
- 10+ years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
- 10+ years of experience performing SQL actions needed to keep CAPPS and SPRS systems in sync.
- 8+ years of experience preparing WCAG 2.1-compliant materials for distribution.
- 7+ years of experience planning and coordinating the Fiscal Year Process at a statewide level with loading data to the Emergency Leave Reporting application.
- 5+ years as a subject matter expert for Fluid timesheet functionality.
- 3+ years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
**Preferred Qualifications**
- 10+ years of experience with and knowledge of production support activities for legacy Statewide Financial Systems.
**Work Location & Requirements**
- Primary work location is remote (telework) within the continental United States.
- Infrequent ad-hoc on-site presence may be required at the agency's Austin, Texas headquarters based on business need; all travel, per diem, parking, and living expenses are at the candidate's and/or vendor's expense.
