**Location:** Austin, Texas
**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to 2 optional 1-year renewals)
**Hours:** Monday through Friday, 8:00 AM to 5:00 PM CT (approximately 160 hours/month; may require work outside normal business hours)
**Overview**
A Texas state agency seeks a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS HR/Payroll system is built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53, and includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit. The selected candidate will provide senior-level consultative services and functional assistance for the CAPPS HR/PY Time and Labor (T&L) module, working in coordination with module and tower leads, management, and a Tier 3 Managed Services vendor. The candidate must be adaptable and able to learn and integrate new systems and platforms as needed.
**Key Responsibilities**
- Provide support for the CAPPS HR/PY Time and Labor (T&L) module in alignment with direction from module and tower leads and management
- Perform functional configurations including TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value Lists, Security Groups, and Time & Labor Rules and Rule Programs
- Support implementation and ongoing maintenance of Fluid timesheet functionality, including system configuration, setup, security and roles, integrations, testing, training, documentation, expansion, change management, and support
- Apply technical skillsets including Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL proficiency, and PeopleSoft security with State multitenancy requirements
- Support T&L batch job issues and/or failures
- Maintain tools and environment knowledge including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports
- Serve as a point of contact for agencies and provide functional support for the CAPPS HR/PY application
- Create and/or review Functional Design Documents (FDDs), perform functional configuration system changes, and complete other functional activities including PeopleSoft delivered features (Page and Field Configurator, Drop Zones, Event Mapping, Page Composer)
- Engage in cross-functional collaboration including problem-solving and troubleshooting, interpreting HR policies into system configuration and code modifications, requirements gathering for break/fix or system enhancements, documentation and testing (UAT, regression testing), and incident management in systems like ServiceNow and BOSSDesk
- Provide structured cross-training to support junior analyst capability growth
- Provide comprehensive training and support to agency personnel in accordance with established requests and organizational requirements
- Participate actively in projects including expansions, module implementations or enhancements, and cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, legislative changes, federal mandates, and third-party integrations
- Support and assist with Fiscal Year-End activities including planning, scheduling, communicating, annual sick leave conversion, Time & Labor Fiscal Year End Leave Liability File processing, and loading leave data to the Emergency Leave Reporting application
- Provide Level 2 Service Desk support including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration in coordination with a Managed Services vendor responsible for Tier 3 work
- Ensure all digital products and content meet WCAG 2.1 accessibility standards
- Oversee and act as the first line of support to ensure accurate data production, security enforcement (including multi-tenancy), efficient system performance, and policy enforcement
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM)
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities
- Participate in Disaster Recovery and Upgrade Testing activities
- Make presentations at user groups and steering committees as requested
- Participate as directed in annual SOC-1 attestation audits
- Complete a minimum of 10 hours of professional training annually in a relevant area of expertise (on personal time, at own expense)
- Perform other related work as assigned
**Required Qualifications**
- 8+ years of extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
- 8+ years of extensive experience supporting the Time and Labor module in PeopleSoft HCM version 9.2
- 8+ years of extensive knowledge and experience performing system configuration changes
- 8+ years of extensive technical skillsets with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities
- 8+ years of extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ)
- 8+ years of experience planning and coordinating the Fiscal Year Process at a statewide level
- 8+ years of experience preparing WCAG 2.1-compliant materials for distribution
- 8+ years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance
- 8+ years of experience participating in Disaster Recovery exercises
- 8+ years of experience preparing and presenting executive-level presentations
- 8+ years of experience gathering and presenting applicable data in support of a variety of audits and open records requests
- 8+ years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- 5+ years as a subject matter expert for Fluid timesheet functionality
- 5+ years of extensive familiarity with support tools such as PUM, Fluid and Elastic Search
- 3+ years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business
- Experience in gathering business requirements for large projects
- Ability to work independently in a diverse team environment with on-site and remote team members
- Strong written, verbal, and interpersonal communication skills
- Knowledge of project management methodologies
- Knowledge of technical and functional attributes of Oracle PeopleSoft
- Problem-solving skills and the ability to multitask with readiness to put in extra efforts when necessary
- Experience with Agile and other SDLC methodologies
- Experience with ITIL methodologies
- Experience with or knowledge of information security frameworks (i.e., NIST)
**Preferred Qualifications**
- 10+ years of experience performing functional project management activities in support of a CAPPS program
- 8+ years of extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies
- 8+ years of extensive knowledge and understanding of State of Texas applicable policies
- 8+ years of experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3
- 8+ years of experience with and knowledge of production support activities for legacy Statewide Financial Systems
- 8+ years of experience performing SQL actions needed to keep the CAPPS and SPRS systems in sync
**Work Location & Requirements**
- Primary work location is remote (telework); remote working location must be within the continental United States at all times
- On an infrequent ad-hoc basis, may be required to be at the on-site location in Austin, Texas based on business need
- May be required to work outside normal business hours on weekends, evenings, and holidays as requested
- All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense
- Must pass a criminal background check prior to award
- Must complete and report 10 hours of annual professional training in a relevant area of expertise (on personal time, at own expense)
