**Location:** Austin, Texas
**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to two 1-year renewal options)
**Hours:** Monday through Friday, 8:00 AM to 5:00 PM CT (approximately 160 hours per month; may require occasional work outside normal business hours)
**Overview**
A Texas state agency is seeking a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS HR/Payroll system is the State of Texas ERP system based on Oracle PeopleSoft Human Capital Management (HCM) version 9.2 Image 53, including modules for Human Resources, Payroll, Position Management, Time and Labor, Performance Management, and CAPPS Recruit. The selected candidate will provide senior-level consultative services and functional assistance, developing and maintaining reports using PeopleSoft reporting tools and supporting statewide fiscal operations for over 100 agencies and 5 Hub instances. The candidate must be adaptable and able to learn and integrate new systems and platforms as needed, such as CGI Advantage.
**Key Responsibilities**
- Develop, modify, and maintain reports using PeopleSoft reporting tools (Query Manager/Query Viewer, BI Publisher/XML Publisher, PS/Query expressions and complex joins) and other tools such as SAP Business Objects
- Translate business requirements into technical specifications, ensuring reports align with statewide policy, regulatory requirements, and agency-specific needs
- Work closely with functional analysts and business owners to gather report requirements, validate logic, and ensure accuracy of data sourced from PeopleSoft tables and views
- Create and maintain report templates, layouts, and bursting setups (BI Publisher), ensuring consistency with statewide branding and accessibility standards
- Analyze PeopleSoft data structures, including table relationships, keys, and effective-dating rules, to ensure correct data extraction
- Optimize report performance, including tuning queries, indexing recommendations, and improving runtime for high-volume statewide datasets
- Support reporting during upgrades, patches, and project releases, including impact analysis, remediation of broken reports, and migration coordination through environments
- Ensure data security and compliance, making sure reports respect row-level and role-based security, sensitive data handling rules, and statewide privacy standards
- Produce documentation, such as report inventories, design specifications, data dictionaries, run instructions, and test plans
- Participate in system testing, including UAT and regression testing, focused on data integrity and report output accuracy
- Provide end-user support, training, troubleshooting, and resolution for reporting issues across agencies or statewide users
- Collaborate with Managed Services Tier 3 support staff on integration points, data fixes, audit reports, and cross-module reporting needs
- Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information
- Participate in project-level activities including expansions, module implementations or enhancements, and cyclic processes such as fiscal year-end, calendar year-end, legislative changes, federal mandates, and third-party integrations
- Create and/or review Functional Design Documents (FDDs) and perform functional configuration system changes using PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer)
- Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration
- Ensure all digital products and content meet WCAG 2.1 accessibility standards
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities
- Participate in Disaster Recovery and Upgrade Testing activities
- Make presentations at CAPPS User Groups and the CAPPS Steering Committee
- Participate in annual SOC-1 attestation audits
- Complete a minimum of ten (10) hours of professional training annually in a relevant area of expertise (on personal time, at candidate's expense)
**Required Qualifications**
- 8+ years of Texas public sector experience, directly working for or supporting a Texas state government agency
- 8+ years of experience in reporting support for the HR/Payroll modules in PeopleSoft HCM version 9.2
- 8+ years of knowledge and understanding of State of Texas applicable policy
- 8+ years of experience preparing WCAG 2.1-compliant materials for distribution
- 8+ years of experience designing, executing, and documenting structured UAT and regression testing for reporting impacts during upgrades, PUM cycles, or patch deployments
- 8+ years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- 8+ years of knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
- 8+ years of experience developing or supporting cross module reports that incorporate data from HR, Payroll, Time & Labor, Position Management, or related modules
- 8+ years of experience analyzing PeopleSoft HCM data structures, including effective dating rules, table relationships, and multi row logic, to support complex statewide reporting requirements
- 3+ years of experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances
- 3+ years of knowledge of Information Technology Infrastructure Library principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM)
- Experience in gathering business requirements for large projects
- Ability to work independently in a diverse team environment with on-site and remote team members
- Strong written, verbal, and interpersonal communication skills
- Knowledge of project management methodologies
- Knowledge of technical and functional attributes of Oracle PeopleSoft
- Problem-solving skills and the ability to multitask with readiness to put in extra efforts when necessary
- Experience with Agile and other SDLC methodologies
- Experience with ITIL methodologies
- Experience with or knowledge of information security frameworks (i.e., NIST)
**Preferred Qualifications**
- 4+ years of experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS
- 4+ years of experience performing customer-facing responsibilities in support of the CAPPS expansion efforts for Central and Hub agencies
**Work Location & Requirements**
- Primary work location is remote (telework); remote working location must be within the continental United States at all times
- On an infrequent ad-hoc basis, may be required to be at the agency's on-site location in Austin, Texas based on business need
- May be required to work outside normal business hours on weekends, evenings, and holidays as requested
- All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense
- Must pass a criminal background check prior to award
- Must obtain and return agency equipment in person at the Austin location upon commencement and completion of services
