Systems Analyst 3 – PeopleSoft FSCM General Ledger | Austin, TX Remote | 8+ Years PeopleSoft FSCM Experience

**Location:** Austin, Texas **Duration:** August 1, 2026 – August 31, 2026 (up to 344 hours; renewable for up to three one-year optional renewals) **Hours:** Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays); may require work outside normal business hours on weekends, evenings, and holidays as requested **Interview Mode:** By phone or Microsoft Teams **Overview** A Texas state agency is seeking an experienced PeopleSoft FSCM 9.2 General Ledger Business Analyst to support concurrent upgrades and implement new module projects for state government financial systems. The candidate must have experience in state government accounting, dual systems reconciliation, and be able to perform standard business analyst duties. This role requires strong verbal and written communication skills for all project communications and deliverables. The position is currently remote; if it becomes hybrid, in-office schedules will be negotiated. **Key Responsibilities** - Analyze user requirements, procedures, and problems to automate processing or improve existing computer systems - Confer with personnel of organizational units to analyze current operational procedures, identify problems, and learn specific input and output requirements - Perform requirements analysis and facilitate meetings with subject matter experts (SMEs) - Document complex system requirements and processes - Develop test scenarios and scripts - Prepare training materials - Conduct hands-on end-to-end system testing and support multiple test cycles - Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs - Review computer system capabilities, specifications, and scheduling limitations to determine if requested program or program changes are possible within existing systems - Understand business objectives and problems, identify alternative solutions, and perform studies and cost/benefit analysis of alternatives - Present information to business stakeholders in formal settings **Required Qualifications** - 8+ years of hands-on experience with PeopleSoft FSCM on implementation or upgrade projects as a General Ledger and Commitment Accounting business analyst - 8+ years of hands-on experience with state government accounting practice - 8+ years of hands-on experience creating all forms of project deliverables as a business analyst - 8+ years of hands-on experience conducting end-to-end system testing - 8+ years of hands-on experience presenting information to business stakeholders in a formal setting - 8+ years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio), with at least 4 years required **Preferred Qualifications** - 4+ years of hands-on experience working with the Texas state agencies' PeopleSoft FSCM (CAPPS Financials) system - 4+ years of hands-on experience working in the Scrum framework and Jira - 2+ years of hands-on experience working with SharePoint lists - 2+ years of hands-on experience working with various Microsoft Teams features - 1+ year of experience with Phire **Work Location & Requirements** - Position is remote (telework); candidates may be located anywhere within the United States - Primary work location is Austin, Texas; may be required to work remotely at agency discretion up to 100 percent of the time - All travel, per diem, parking, and living expenses are at the candidate's and/or vendor's expense - Must sign an Acceptable Use Agreement as a condition of employment - Must sign and return an Information Technology Staff Augmentation Contractor Integrity Agreement before a purchase order is issued - Must sign and return an Information Security Cybersecurity Training Acknowledgement before a purchase order is issued - Must undergo and pass a criminal history investigation conducted within six months prior to the issuance of any purchase order - Must comply with e-verify requirements - Must comply with the Data Use Agreement
