Job description
**Location:** Austin, Texas
**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to two 1-year renewal options)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT (approximately 160 hours/month; occasional evenings, weekends, and holidays as needed)
**Overview**
A Texas state agency is seeking a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS Program comprises HR/Payroll (including Recruit functionality), Financials, STARR, and ancillary systems, based on Oracle PeopleSoft Human Capital Management (HCM) version 9.2 Image 53. The role also includes support for legacy mainframe systems (HRIS and SPRS) primarily coded in COBOL.
The selected candidate will provide highly advanced (senior-level) consultative services and functional assistance, working with over 100 agencies and 5 Hub instances. This position requires adaptability to learn and integrate new systems and platforms as needed, such as CGI Advantage, and the ability to work independently under minimal supervision.
**Key Responsibilities**
- Provide functional HR expertise including Workforce Administration, TAM/CG, HR Security Set-up and row-level security, and interpretation and application of state statutes, HR policies, and labor regulations
- Perform functional configuration including setting up tables (job codes, positions, departments, compensation), understanding HR business units, Set IDs, and Table structures, configuring workflow (AWE-Approval Workflow Engine), and creating queries using PS/Query and SAP Business Objects
- Ensure CAPPS adheres to the Family Medical Leave Act (FMLA) by defining and refining FMLA plans and entitlements, customizing appropriate leave types, ensuring module integration with Payroll and Time and Labor modules, and assisting with compliance reporting and auditing
- Apply technical skillsets including understanding Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL proficiency, and PeopleSoft security inclusive of State of Texas multitenancy requirements
- Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information
- Utilize tools and environment knowledge including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports
- Manage Position Management tasks including troubleshooting position management issues, maintaining and updating position data, analyzing downstream impact, supporting workflow troubleshooting, validating configuration settings, performing data fixes, assisting with audit and compliance checks, supporting integrations, providing user guidance and training support, conducting regression testing and upgrades, and creating and maintaining documentation
- Provide mainframe support including incident resolution, analyzing abends (application or batch job failures) and determining root causes, reviewing logs, Job Control Language (JCL), console messages, SQL codes, and error dumps, job and batch monitoring, validating upstream and downstream dependencies, ensuring production environments remain stable and performant, understanding business functionality of mainframe applications, validating changes to JCL, batch streams, or configurations, and documentation and knowledge management
- Participate in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for mainframe systems
- Compile and analyze mainframe datasets needed for historical employee information, Per Print file investigation, and staging test data
- Perform employee- and agency-level entries and table updates in SPRS, including new entitlements or deductions
- Serve as the ACR Coordinator for system changes, ensuring proper documentation and coordination
- Coordinate mainframe environment refreshes, validating post-refresh system integrity, and ensuring proper synchronization across dependent systems
- Engage in cross-functional collaboration including strong problem-solving and troubleshooting, interpreting State of Texas HR policies into system configuration and code modifications, requirements gathering for break/fix or system enhancements, documentation and testing (UAT, regression testing), incident management in systems like ServiceNow and BOSSDesk, communication with policy personnel, other analysts, 100+ agencies, and Managed Services Tier 3 vendor, understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.), providing structured cross-training to support junior analyst capability growth, and providing comprehensive training and support to agency personnel
- Coordinate and participate in project-level activities including expansions with additional module implementations or enhancements for agencies, and cyclic processes such as fiscal year-end, State of Texas legislative changes, federal mandates, and third-party integrations
- Provide functional support for the CAPPS HR/PY applications and serve as a point of contact for CAPPS agencies
- Participate in the CAPPS HR/PY functional design phase, including creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned
- Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, in coordination with a Managed Services vendor responsible for Tier 3 work
- Ensure that all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified
- Validate that only accurate data is produced, security (including multi-tenancy) is enforced, the system performs efficiently, and all applicable policies are enforced
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM)
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities
- Participate in Disaster Recovery and Upgrade Testing activities
- Make presentations at CAPPS User Groups and the CAPPS Steering Committee
- Participate as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS
- Perform other related work as assigned
**Required Qualifications**
- 8+ years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency
- 8+ years of extensive experience supporting the HR module in PeopleSoft HCM version 9.2
- 8+ years of extensive knowledge and understanding of State of Texas applicable policy
- 8+ years of extensive knowledge of federal labor laws
- 8+ years of experience preparing WCAG 2.1-compliant materials for distribution
- 8+ years of experience performing functional project management activities in support of CAPPS program
- 8+ years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- 8+ years of extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
- 3+ years of experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances
- 3+ years of experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for mainframe systems
- 3+ years of experience compiling mainframe datasets needed for historical employee information, Per Print files investigation, and staging test data
- 3+ years of experience performing employee and agency-level entry and table updates related to new entitlements or deductions in SPRS
- 3+ years of experience supporting mainframe systems by acting as the ACR Coordinator for system changes

**Preferred Qualifications**
- 4+ years of experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CAPPS system
- 4+ years of experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS
- 4+ years of experience supporting CAPPS by loading mass salary actions for agencies
- 4+ years of experience performing customer-facing responsibilities in support of the CAPPS expansion efforts for Central and Hub agencies
- 4+ years of experience gathering requirements and writing functional specifications to implement legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CAPPS

**Work Location & Requirements**
- The working position is Telework (remote); the remote working location must be within the continental United States at all times
- On an infrequent ad-hoc basis, the candidate may be required to be at the on-site location (LBJ State Office Building, Austin, Texas) based on business need
- The candidate may be required to work outside normal business hours on weekends, evenings, and holidays, as requested
- All travel, per diem, parking, and/or living expenses shall be at the candidate's and/or vendor's expense
- The candidate shall be required to complete a minimum of ten (10) hours of professional training annually in a relevant area of expertise, on personal time and at their own expense
