Job description

**Location:** Austin, Texas **Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to 2 optional 1-year renewals) **Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT; occasional evenings, weekends, and holidays as needed **Overview** A Texas state agency is seeking a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS HR/Payroll system is built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53, and includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit. The selected candidate will provide senior-level functional and technical support for the CAPPS HR/Payroll module, serving as a point of contact for 100+ state agencies and collaborating with policy personnel, analysts, and a Managed Services Tier 3 vendor. **Key Responsibilities** - Provide day-to-day functional support for the PeopleSoft 9.2 Payroll module, including troubleshooting payroll issues (calculation errors, retro pay, tax discrepancies, integration failures) - Support the full payroll cycle: pay calendars, paysheets, payroll calculation, confirmation, and post-confirmation auditing - Maintain payroll configuration, including earnings codes, deduction codes, garnishments, tax setups, pay groups, and tax reporting - Collaborate with Time & Labor and Human Resources teams on end-to-end process accuracy - Create, modify, and troubleshoot PS/Queries for payroll reporting and data validation - Work with technical teams to support enhancements, integrations, data loads, and application fixes - Assist in applying PUM updates, testing patches, and validating tax updates - Provide agencies with assistance on quarterly 941 reconciliations to resolve discrepancies - Perform Calendar Year-End (CYE) configurations specific to central processing; perform W-2 validation and reconciliation - Collaborate and coordinate with Payroll Policy to file W-2/W-3s with the Social Security Administration on time and accurately - Set up and maintain tables (job codes, positions, departments, compensation, etc.) and understand HR business units, Set IDs, and table structures - Configure and manage the Approval Workflow Engine (AWE), including workflow configuration, user and role management, notifications, worklist management, monitoring, troubleshooting, customization, and extensibility - Create and support the synchronization of CAPPS payroll with SPRS/USAS using an online interface in CAPPS - Provide functional support for CAPPS HR/PY applications and serve as a point of contact for agencies - Create and/or review Functional Design Documents (FDDs) and perform functional configuration system changes using PeopleSoft delivered features (Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, etc.) - Utilize technical skillsets including Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, and SQL proficiency - Monitor all payroll batch jobs, including tracking job schedules, monitoring job execution, detecting and responding to failures, validating output, managing dependencies, performance tuning, and ensuring compliance - Assist with tools and environment knowledge, including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports - Interpret state HR policies into system configuration and code modifications; gather requirements for break/fix or system enhancements - Perform documentation and testing (UAT, regression testing); manage incidents in systems like ServiceNow and BOSSDesk with timely updates - Provide structured cross-training to support junior analyst capability growth and comprehensive training and support to agency personnel - Participate in project-level activities, including additional module implementations or enhancements for agencies, and cyclic processes such as fiscal year-end, calendar year-end, W-2 validation for distribution, legislative changes, federal mandates, and third-party integrations - Assist with Fiscal Year-End, including reconciliations and verifications, system configurations and maintenance, and Budget Loads (BLS) as requested by agencies - Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration in coordination with a Managed Services vendor responsible for Tier 3 work - Ensure that all digital products and content meet WCAG 2.1 accessibility standards - Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information - Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM) - Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities - Participate in Disaster Recovery and Upgrade Testing activities - Make presentations at user groups and steering committee meetings as requested - Participate as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS - Provide user support, training, and guidance to payroll operations teams - Participate in audit activities and ensure adherence to internal controls - Perform other related work as assigned **Required Qualifications** - 8+ years of extensive knowledge of federal labor laws - 8+ years of extensive knowledge and experience performing system configuration changes - 8+ years of extensive technical skillsets with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities - 8+ years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance - 8+ years of extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication - 8+ years of extensive experience supporting the Payroll module in PeopleSoft HCM version 9.2 - 8+ years of extensive knowledge supporting and providing support with batch jobs, i.e., Run My Jobs (RMJ) - 8+ years of experience preparing and presenting executive-level presentations - 8+ years of experience gathering and presenting applicable data in support of a variety of audits and open records requests - 8+ years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements - 8+ years of experience in planning and coordinating the Fiscal Year Process at a statewide level - 8+ years of extensive knowledge and experience managing the Approval Workflow Engine (AWE) - 8+ years of experience preparing WCAG 2.1-compliant materials for distribution - 5+ years of extensive familiarity with support tools such as PUM, Fluid, and Elastic Search - 5+ years of experience providing direct payroll support to multiple agencies, including assisting with quarterly 941 reconciliations, resolving payroll discrepancies, and coordinating corrective actions across statewide systems - 3+ years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business **Preferred Qualifications** - 8+ years of experience participating in Disaster Recovery exercises - 8+ years of experience performing SQL actions needed to keep the CAPPS and SPRS systems in sync - 8+ years of experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3 - 8+ years of experience performing functional project management activities in support of a CAPPS program - 8+ years of extensive knowledge and understanding of State of Texas applicable policies - 8+ years of extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies - 8+ years of experience with and knowledge of production support activities for legacy Statewide Financial Systems **Work Location & Requirements** - Primary work location is telework/remote; remote working location must be within the continental United States at all times - On an infrequent ad-hoc basis, may be required to be at the on-site location based on business need - Must be adaptable and able to learn and integrate new systems and platforms as needed, such as CGI Advantage - Must work independently in a diverse team environment with on-site and remote team members - Must have strong written, verbal, and interpersonal communication skills - Must have knowledge of project management methodologies -
