**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term, renewable up to 3 years total)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT; approximately 160 hours/month; occasional evenings, weekends, and holidays as needed
**Overview**
A Texas state agency is seeking two Systems Analyst 3 professionals to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program as part of the Fiscal Management Statewide Fiscal Systems team. The CAPPS HR/Payroll system is built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53, and includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG). This role may be assigned to support CAPPS Recruit (TAM/CG and OnBoarding), PeopleSoft Enterprise Performance Management (ePM), or both, depending on business needs. The selected candidate will provide highly advanced (senior-level) consultative services and functional assistance, working with over 100 state agencies and coordinating with policy personnel, analysts, and a Managed Services Tier 3 vendor.
The position requires adaptability to learn and integrate new systems and platforms as needed, such as CGI Advantage. Candidates must be prepared to complete 10 hours of annual professional training in a relevant area of expertise at their own expense and on personal time.
**Key Responsibilities**
- Configure and maintain Talent Acquisition Management/Candidate Gateway (TAM/CG), OnBoarding Activity Guide functionality, and Enterprise Performance Management (ePM) templates, documents, evaluation steps, and workflows
- Manage internal and external job posting configuration, ensuring compliance with statewide policies
- Administer and maintain security roles, permission lists, and row-level security for TAM/CG, OnBoarding, and ePM modules
- Support end-users (managers, HR staff, applicants) with system issues, routing problems, and evaluation processing
- Maintain reporting tools and dashboards related to recruiting metrics, applicant pipeline status, onboarding task completion, performance evaluation completion rates, and compliance reporting
- Support integrations between TAM/CG, OnBoarding, Performance Management, and other modules including HR Core, Position Management, Workforce Administration, and external job boards or background check vendors
- Troubleshoot end-to-end recruiting and performance management issues that cross module or system boundaries; coordinate with technical teams on batch processes, interfaces, and data flow requirements
- Interpret applicable HR policies into system configuration and code modifications
- Gather requirements for break/fix or system enhancements; create and review Functional Design Documents (FDDs)
- Perform functional configuration system changes using PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer)
- Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration in coordination with a Managed Services vendor
- Manage incidents in systems like ServiceNow and BOSSDesk, keeping multiple systems synchronized with timely updates
- Develop test scripts and execute structured UAT and regression testing for PeopleSoft HCM functional enhancements, patches, and PUM updates
- Ensure all digital products and content meet WCAG 2.1 accessibility standards
- Provide structured cross-training to support junior analyst capability growth
- Provide comprehensive training and support to agency personnel in accordance with established requests and organizational requirements
- Participate in project-level coordination for module implementations, enhancements, fiscal year-end, calendar year-end, 1095-C creation and distribution, legislative changes, federal mandates, and third-party integrations
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents
- Participate in Disaster Recovery and Upgrade Testing activities
- Make presentations at user groups and steering committee meetings as requested
- Participate in annual SOC-1 attestation audits to ensure controls are effectively designed and operated
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices
**Required Qualifications**
- 10+ years of experience preparing and presenting executive-level presentations
- 10+ years of experience gathering and presenting applicable data in support of a variety of audits and open records requests
- 10+ years of experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- 8+ years of extensive experience supporting the Talent Management modules (TAM/CG, OnBoarding, and/or Performance Management)
- 8+ years of experience preparing WCAG 2.1-compliant materials for distribution
- 8+ years of extensive knowledge and experience performing system configuration changes for Taleo, TAM/CG, and/or Performance Management
- 8+ years of extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
- 8+ years of extensive knowledge and experience managing the Approval Workflow Engine (AWE) for a PeopleSoft recruiting system and/or Performance Management
- 8+ years of extensive technical skillsets with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities
- 8+ years of extensive knowledge supporting and providing oversight with Recruiting or Performance Management batch jobs, i.e., Run My Jobs (RMJ)
- 8+ years of extensive familiarity with support tools such as PUM, Fluid, and Elastic Search
- 8+ years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance
- 8+ years of extensive experience developing test scripts and executing structured UAT and regression testing for PeopleSoft HCM functional enhancements, patches, and PUM updates
- 8+ years of experience supporting cross-module integrations within a large ERP environment, including troubleshooting data flow issues, coordinating with technical teams, and resolving integration failures across HR, Recruiting, or Performance Management modules
- 3+ years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM)
- Experience in gathering business requirements for large projects
- Ability to work independently in a diverse team environment with on-site and remote team members
- Strong written, verbal, and interpersonal communication skills
- Knowledge of project management methodologies
- Knowledge of technical and functional attributes of Oracle PeopleSoft
- Problem-solving skills and the ability to multitask with readiness to put in extra efforts when necessary
- Experience with Agile and other SDLC methodologies
- Experience with or knowledge of information security frameworks (i.e., NIST)
**Preferred Qualifications**
- 6+ years of extensive knowledge and understanding of applicable policies for a public-sector environment
- 6+ years of experience administering OnBoarding-related security and workflow routing, including resolving new hire access issues, task failures, role assignments, and onboarding workflow discrepancies
- 6+ years of experience performing functional project management activities in support of a large-scale ERP program
- 6+ years of extensive public sector experience, directly working for or supporting a large network (30 or more) of government agencies
- 6+ years of experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3
**Work Location & Requirements**
- Primary work location is remote (telework); remote working location must be within the continental United States at all times
- On an infrequent ad-hoc basis, may be required to be at the on-site location in Austin, Texas based on business need
- Must pass a criminal background check prior to award
- All travel, per diem, parking, and living expenses are at the candidate's and/or vendor's expense
- Must be available to work outside normal business hours on weekends, evenings, and holidays as requested
- Must complete a minimum of 10 hours of annual professional training in a relevant area of expertise at own expense and on personal time
