Job description

**Location:** Austin, Texas **Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to two 1-year renewal options) **Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT (approximately 160 hours/month; occasional evenings, weekends, and holidays as needed) **Overview** A Texas state agency is seeking two Systems Analyst 3 professionals to join its Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS HR/Payroll system is the State of Texas ERP system based on Oracle PeopleSoft Human Capital Management (HCM) version 9.2 Image 53, including modules for Human Resources, Payroll, Position Management, Time and Labor, Performance Management, and CAPPS Recruit (utilizing TAM/CG). The selected candidate will provide senior-level consultative services and functional assistance, serving as a point of contact for over 100 state agencies and 5 Hub instances. This role requires adaptability to learn and integrate new systems and platforms as needed, such as CGI Advantage. **Key Responsibilities** - Perform highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program - Provide functional HR expertise in Workforce Administration, TAM/CG, HR Security Set-up and row-level security, and interpretation and application of state statutes, HR policies, and labor regulations - Serve as a point of contact for CAPPS agencies, providing functional support for the CAPPS HR/PY application - Lead the CAPPS HR/PY functional design phase, including creating and reviewing Functional Design Documents (FDDs) and performing functional configuration system changes - Configure PeopleSoft delivered features (Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others) - Set up tables (job codes, positions, departments, compensation, etc.) and configure workflow (AWE-Approval Workflow Engine) - Create queries using PS/Query and SAP Business Objects - Ensure CAPPS adheres to the Family Medical Leave Act (FMLA), including defining and refining FMLA plans and entitlements, customizing leave types, ensuring module integration with Payroll and Time and Labor, and assisting with compliance reporting and auditing - Utilize technical skillsets including Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL proficiency, and PeopleSoft security (inclusive of State of Texas multitenancy requirements) - Work with PeopleSoft Update Manager (PUM) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports - Perform strong problem-solving and troubleshooting, interpret state HR policies into system configuration and code modifications, and gather requirements for break/fix or system enhancements - Conduct documentation and testing (UAT, regression testing) and manage incidents in systems like ServiceNow and BOSSDesk - Communicate effectively with policy personnel, other analysts, 100+ agencies, and Managed Services Tier 3 vendor - Provide structured cross-training to support junior analyst capability growth and comprehensive training and support to agency personnel - Coordinate and participate in project-level activities, including additional module implementations or enhancements for agencies, and cyclic processes such as fiscal year-end, calendar year-end, 1095 creation and distribution, legislative changes, federal mandates, and third-party integrations - Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration in coordination with a Managed Services vendor - Ensure all digital products and content meet WCAG 2.1 accessibility standards - Validate that only accurate data is produced, security (including multi-tenancy) is enforced, the system performs efficiently, and all applicable policies are enforced - Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM) - Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities - Participate in Disaster Recovery and Upgrade Testing activities - Make presentations at CAPPS User Groups and the CAPPS Steering Committee - Participate in annual SOC-1 attestation audit to ensure controls are effectively designed and operated - Complete a minimum of 10 hours of professional training annually in a relevant area of expertise (on personal time, at own expense) **Required Qualifications** - 8+ years of Texas public sector experience, directly working for or supporting a Texas state government agency - 8+ years of experience supporting the HR module in PeopleSoft HCM version 9.2 - 8+ years of knowledge and understanding of State of Texas applicable policy - 8+ years of knowledge of federal labor laws - 8+ years of experience preparing WCAG 2.1-compliant materials for distribution - 8+ years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements - 8+ years of knowledge of/experience with data integration, data quality, and SDLC processes and methodologies - 4+ years of experience performing functional project management activities in support of CAPPS program - 3+ years of knowledge of Information Technology Infrastructure Library principles and practices for IT service management (ITSM) and IT asset management (ITAM) - 3+ years of experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances - Experience in gathering business requirements for large projects - Ability to work independently in a diverse team environment with on-site and remote team members - Strong written, verbal, and interpersonal communication skills - Knowledge of project management methodologies - Knowledge of technical and functional attributes of Oracle PeopleSoft - Problem-solving skills and the ability to multitask with readiness to put in extra efforts when necessary - Experience with Agile and other SDLC methodologies - Experience with ITIL methodologies - Experience with or knowledge of information security frameworks (i.e., NIST) **Preferred Qualifications** - 4+ years of experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CAPPS system - 4+ years of experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS - 4+ years of experience supporting CAPPS by loading mass salary actions for agencies - 4+ years of experience performing customer-facing responsibilities in support of the CAPPS expansion efforts for Central and Hub agencies - 4+ years of experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CAPPS - 4+ years of experience performing SQL actions needed to keep the CAPPS and SPRS systems in sync - 4+ years of experience with and knowledge of legacy Statewide Financial Systems production support activities **Work Location & Requirements** - Primary work location is remote (telework); remote working location must be within the continental United States at all times - On an infrequent ad-hoc basis, may be required to be at the agency's on-site location in Austin, Texas based on business need - May be required to work outside normal business hours on weekends, evenings, and holidays as requested - All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense - Must pass criminal background check as authorized by Texas law - Must complete annual professional training report by July 31st of each contract term - Must adhere to agency's additional terms and conditions and sign several security documents
