**Location:** Austin, Texas
**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term with up to two 1-year renewal options)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT (approximately 160 hours/month; occasional evenings, weekends, and holidays as needed)
**Overview**
A Texas state agency is seeking two Systems Analyst 3 professionals to join its Fiscal Management Statewide Fiscal Systems team supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS HR/Payroll system is built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53, and includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG). The selected candidates will provide senior-level consultative services and functional assistance, serving as the first-line Level 2 support for the most complex, high-profile agencies with statutory service requirements. This role requires adaptability to learn and integrate new systems and platforms as needed, such as CGI Advantage.
**Key Responsibilities**
- Perform highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program
- Provide first-line Level 2 support for the most complex, high-profile agencies with statutory service requirements, including intake assessment, service request review and initial analysis, and advanced troubleshooting
- Diagnose and resolve issues related to system configuration, data inconsistencies, workflows, and module-specific problems
- Reproduce user errors, analyze logs, and investigate database-level or integration-level issues
- Make moderate-to-advanced ERP configuration changes that require deeper system knowledge
- Validate that configurations follow business requirements and do not break existing processes
- Perform safe data updates or corrections when allowed (e.g., fixing stuck transactions, adjusting master data, clearing queues) while maintaining data integrity and following change-control procedures
- Investigate issues involving interfaces, APIs, imports/exports, or middleware
- Work with Managed Services vendor and IT to diagnose failures between ERP and other systems and tools
- Review system logs, performance metrics, batch jobs, and scheduled tasks; identify patterns and recurring issues; recommend improvements
- Provide assistance and guidance to junior Service Desk analysts
- Coordinate with submitting agencies to ensure their Level 1 or Delegated Administration duties are being handled as expected
- Provide functional CAPPS HR/PY tower expertise for high-profile agencies, including Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, HR Security Set-up and row-level security
- Interpret and apply state statutes, HR policies, and labor regulations
- Ensure CAPPS adheres to the Family Medical Leave Act (FMLA)
- Serve as a point of contact for CAPPS agencies as applicable
- Create and/or review Functional Design Documents (FDDs), perform functional configuration system changes, and other functional activities assigned
- Utilize technical skillsets for applicable tools, including Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, and SQL
- Understand PeopleSoft security, inclusive of multitenancy requirements
- Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information
- Demonstrate tools and environment knowledge, including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports
- Engage in cross-functional collaboration, including strong problem-solving and troubleshooting, interpreting HR policies into system configuration and code modifications, requirements gathering for break/fix or system enhancements, documentation and testing (UAT, regression testing)
- Manage incidents in systems like ServiceNow and BOSSDesk, keeping multiple systems synchronized with timely updates
- Communicate effectively with policy personnel, other analysts, 100+ agencies, and Managed Services Tier 3 vendor
- Understand and account for interdependence on legacy systems (SPRS, HRIS, etc.)
- Provide structured cross-training to support junior analyst capability growth
- Provide comprehensive training and support to agency personnel in accordance with established requests and organizational requirements
- Coordinate and participate in project-level activities, including expansions with additional module implementations or enhancements for agencies, cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, legislative changes, federal mandates, and third-party integrations
- Oversee and coordinate the Fiscal Year-End process
- Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes
- Ensure that all digital products and content meet WCAG 2.1 accessibility standards
- Work under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks
- Oversee and act as the first line of support to ensure that only accurate data is produced, security (including multi-tenancy) is enforced, the system performs efficiently, and all applicable policies are enforced
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM)
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities
- Participate in Disaster Recovery and Upgrade Testing activities
- Make presentations at User Groups and Steering Committee as requested
- Participate as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS
- Perform other related work as assigned
**Required Qualifications**
- 15+ years extensive knowledge and understanding of State of Texas applicable policies
- 15+ years extensive knowledge of federal labor laws
- 15+ years extensive technical skillsets with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities
- 12+ years extensive knowledge and experience performing system configuration changes
- 12+ years extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ)
- 12+ years extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance
- 10+ years extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies
- 10+ years extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
- 10+ years extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2
- 10+ years extensive familiarity with support tools such as PUM, Fluid and Elastic Search
- 10+ years experience performing functional project management activities in support of CAPPS program
- 10+ years experience planning and coordinating the Fiscal Year Process at a statewide level
- 10+ years experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3

- 8+ years experience preparing WCAG 2.1-compliant materials for distribution

**Preferred Qualifications**

**Work Location & Requirements**
- Primary work location is remote (telework); remote working location must be within the continental United States at all times
- On an infrequent ad-hoc basis, may be required to be at the on-site location based on business need
- On a permanent basis, at the sole discretion and request of the agency, may be required to perform services at the on-site location
- May be required to work outside normal business hours on weekends, evenings, and holidays, as requested
- All travel, per diem, parking, and/or living expenses shall be at the candidate's and/or vendor's expense
- Must complete a minimum of ten (10) hours of professional training annually in a relevant area of expertise on personal time and at own expense
