**Duration:** 09/01/2026 – 08/31/2027 (1-year initial term, up to 2 additional 1-year renewals)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM CT (approximately 160 hours/month; occasional evenings, weekends, and holidays as needed)
**Overview**
A Texas state agency seeks a senior-level Systems Analyst to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program as part of the Fiscal Management Statewide Fiscal Systems team. The CAPPS HR/Payroll tower is built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2, Image 53, and includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG). The ideal candidate will possess deep, comprehensive knowledge of all deployed modules and their functional integration across the CAPPS HR/Payroll tower, supporting over 100 state agencies and 80,000 employees.
This role requires adaptability to learn and integrate new systems and platforms as needed, such as CGI Advantage. The selected candidate will provide highly advanced consultative services, functional assistance, and technical expertise while working under minimal supervision and relying on experience and judgment to plan and accomplish goals.
**Key Responsibilities**
- Provide functional CAPPS HR/PY tower expertise, including Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, HR Security Set-up, row-level security, and interpretation and application of state statutes, HR policies, and labor regulations.
- Ensure CAPPS adheres to the Family Medical Leave Act (FMLA), including defining and refining FMLA plans and entitlements, customizing leave types, ensuring module integration with Payroll and Time and Labor, and assisting with compliance reporting and auditing.
- Serve as a point of contact for state agencies, providing functional support for CAPPS HR/PY applications.
- Lead the CAPPS HR/PY functional design phase, including creating and reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and utilizing PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer).
- Configure functional elements including setting up tables (job codes, positions, departments, compensation), understanding HR business units, Set IDs, and table structures, configuring workflow (AWE-Approval Workflow Engine), and creating queries using PS/Query and SAP Business Objects.
- Oversee and coordinate the Approval Workflow Engine (AWE), including workflow configuration and setup, user and role management, notifications and worklist management, monitoring and troubleshooting, customization and extensibility, performance and maintenance, and testing and documentation.
- Apply technical skillsets including understanding Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, and SQL proficiency.
- Monitor all batch jobs, including tracking job schedules, monitoring job execution, detecting and responding to failures, validating output, managing dependencies, performance tuning, documentation, proper communication and escalation, and ensuring compliance when schedules must be altered.
- Demonstrate tools and environment knowledge, including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports.
- Collaborate cross-functionally with strong problem-solving and troubleshooting skills, interpret state HR policies into system configuration and code modifications, gather requirements for break/fix or system enhancements, perform documentation and testing (UAT, regression testing), manage incidents in systems like ServiceNow and BOSSDesk, communicate effectively with policy personnel, other analysts, 100+ agencies, and Managed Services Tier 3 vendor, understand and account for interdependence on legacy systems (SPRS, HRIS, etc.), provide structured cross-training to support junior analyst capability growth, and provide comprehensive training and support to agency personnel.
- Coordinate and participate in project-level activities, including expansions with additional module implementations or enhancements for agencies, cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, legislative changes, federal mandates, and third-party integrations.
- Oversee and coordinate the Fiscal Year-End, including planning, scheduling, and communicating, reconciliations and verifications, system configurations and maintenance, mass salary loads as requested by agencies, and Benefit Enrollment Web Services to ensure successful integration with ERS to establish correct benefit plans and premiums for the next fiscal year for state resources on CAPPS Central (over 100 agencies and 80,000 employees).
- Coordinate the CAPPS Annual Disaster Recovery exercise with the Managed Services vendor in accordance with contractual obligations and timelines, including defining test scope and objectives, validating backups and data integrity, executing recovery procedures, testing integrated systems, facilitating business user validation, documenting results and deviations, reviewing and improving future disaster recovery plans, and providing compliance reports.
- Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
- Ensure that all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
- Oversee and act as the first line of support to ensure that only accurate data is produced, security (including multi-tenancy) is enforced, the system performs efficiently, and all applicable policies are enforced.
- Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
- Actively participate in Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
- Participate in Upgrade Testing activities.
- Make presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
- Participate as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS, considering security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implemented.
- Complete a minimum of ten (10) hours of professional training annually in a relevant area of expertise associated with the Services provided (on personal time, at own expense).
- Perform other related work as assigned.
**Required Qualifications**
- 15+ years extensive knowledge and understanding of State of Texas applicable policies.
- 15+ years extensive knowledge of federal labor laws.
- 15+ years extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc.
- 12+ years extensive knowledge and experience performing system configuration changes.
- 12+ years extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ).
- 12+ years extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
- 10+ years extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies.
- 10+ years extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.
- 10+ years extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.
- 10+ years extensive familiarity with support tools such as PUM, Fluid and Elastic Search.
- 10+ years experience performing functional project management activities in support of a CAPPS program.
- 10+ years experience planning and coordinating the Fiscal Year Process at a statewide level.
- 10+ years experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.

**Preferred Qualifications**

**Work Location & Requirements**
- Primary work location is telework/remote; remote working location must be within the continental United States at all times.
- On an infrequent ad-hoc basis, may be required to be at the on-site location (LBJ State Office Building, Austin, Texas 78711) based on business need.
- Services shall be provided during normal business hours (Monday–Friday, 8:00 AM – 5:00 PM CT, excluding State holidays).
- May be required to work outside normal business hours on weekends, evenings, and holidays, as requested.
- All travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
- Must submit to and satisfy criminal background checks as authorized by Texas law.
- Must sign several security documents and adhere to Additional Terms and Conditions.
- Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements.
