**Location:** Austin, Texas **Duration:** September 1, 2026 – August 31, 2027 (up to 2,008 hours; renewable for up to three one-year optional renewals) **Hours:** Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays); may require occasional evenings, weekends, and holidays with pre-approval **Interview Mode:** Microsoft Teams **Overview** A Texas state agency is seeking a senior master data management (MDM) administrator/developer to serve as a critical liaison between technical IT and non-technical program staff. This role supports the development of an Enterprise Information Management (EIM) system under the Performance Management & Analytics System (PMAS) using agile methodology. The ideal candidate will master complex member and provider data sources across health and human services departments and agencies, empowering staff to effectively determine client and provider identity crosswalks across application sources for integrated analytical reporting and strategic decision-making. Strong MDM and SQL skills, a deep understanding of health and human services programs and data, a strong history of data profiling across data domains, and exceptional communication abilities to bridge the gap between technical data systems and operational users in the emerging context of AI are essential. **Key Responsibilities** - Work with program areas, project sponsors, and system SMEs to understand member and provider data domains and common data identity issues - Explain technical findings and data limitations in simple, non-technical language to end-users and leadership - Extract, integrate, and analyze member and provider identity data from multiple complex internal and external sources to support analytics needs - Collaborate with end-users and performance analysts or IT internal leaders to create visualizations showing member and provider profiles for constantly emerging analytics needs - Provide subject matter expertise on validating output from AI, particularly with respect to identifying and mitigating hallucinations - Ensure all data identities adhere to agency data standards, data governance, and compliance regulations - Champion data identity across the organization by developing and conducting training sessions for non-technical staff - Create clear, comprehensive documentation and tutorials on using master data for data integrations - Promote a data-driven culture by enabling and empowering all employees to effectively utilize master data tools and AI - Work closely with data engineering, IT, and program teams to troubleshoot data identity issues and address inconsistencies and mitigation strategies - Provide expert guidance to program staff on interpreting data identity trends and answering complex identity questions - Stay up to date on new AI and data identity tools and techniques to continuously improve data integrations, data quality, and reporting - Develop and refine effective AI prompts and query strategies to retrieve and synthesize data accurately from complex data domains - Guide non-technical users in crafting precise prompts to get the data they need, ensuring fidelity and accuracy - Develop a library of standardized prompts and query templates for common data identity needs - Analyze user requirements, procedures, and problems to automate processing or to improve existing computer systems - Confer with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements - Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs - Review computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system **Required Qualifications** - 12+ years of experience with Informatica PowerCenter - 10+ years of experience gathering business requirements and translating complex identity resolutions and operational requirements into clear, actionable access paths for client or provider identity for complex analytics - 10+ years of experience with MDM tools such as Informatica MDM - 8+ years of experience explaining technical findings and data limitations in simple, non-technical language to end-users and leadership - 8+ years of strong experience with SQL for data identification, data profiling, and manipulation - 8+ years of experience collaborating with end-users and performance analysts or IT internal leaders to create and validate client and member identification strategies for analytics development - 8+ years demonstrating excellent communication, presentation, and interpersonal skills **Preferred Qualifications** - 5+ years of experience with Business Intelligence/Data Warehouse - 5+ years of experience with Informatica IICS - 4+ years of experience working in a health and human services or similarly regulated environment, with a strong understanding of agency data domains - 4+ years of experience with data governance and data quality principles - 3+ years of experience acting as the primary point of contact for program staff with MDM needs for analytics projects - 2+ years of experience championing MDM across the organization - 1+ year of experience with AI prompt development **Work Location & Requirements** - Primary work location: 4601 W. Guadalupe, Austin, TX 78751; position is remote/telework - Candidate must already reside in Texas (any location within the State of Texas); out-of-state candidates planning to move to Texas will not be considered - May be required to work remotely at agency discretion, up to 100 percent of the time - All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense - Must sign an Acceptable Use Agreement as a condition of employment - Must sign and return an Information Technology Staff Augmentation Contractor Integrity Agreement before a purchase order is issued - Must sign and return an Information Security Cybersecurity Training Acknowledgement before a purchase order is issued - Must undergo a criminal history investigation conducted within six months prior to the issuance of any purchase order - Must comply with the Data Use Agreement
