**Duration:** September 1, 2026 – August 31, 2027 (up to 2,008 hours; renewable for up to three one-year optional renewals)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays); occasional evenings, weekends, and holidays as needed

**Overview**
This Enterprise Architect 3 position is part of the Enterprise Information Management (EIM) team working in collaboration with the Office of Data Analytics & Performance within a public-sector health and human services environment. The architect will design and implement master data solutions for a multi-terabyte Master Data Management (MDM) implementation. The mission is to ensure master data is visible, accessible, understandable, trusted, and uniformly governed to advance data quality and support integrated data analytics, enabling data-driven decision making across the system. This development effort utilizes an agile methodology and focuses on the Performance Management & Analytics System (PMAS).
The role requires translating business requirements into specific systems, applications, or process designs for very large, complex technical solutions. The architect will serve as the primary expert to construct solutions, scope documents, risk profiles, and corresponding financials, and will act as a trusted expert advisor and subject matter expert for technical services.
**Key Responsibilities**
- Design and implement master data solutions for healthcare provider and managed care member domains using the Informatica application tool stack in IDMC.
- Develop, test, and maintain enhancements and upgrades to MDM application layers.
- Develop extract/transform/load (ETL) processes for system data into MDM applications using Oracle, Snowflake, and Informatica tools.
- Work collaboratively with EIM program staff, IT resources, and MDM business analysts to implement new program requirements for mastering critical agency data, identity resolution, trusted attribution, and governed reference data.
- Work closely with EIM data architects, subject matter experts, and system data models to accurately represent as-is and to-be process models involving master data.
- Assume operational responsibility for metadata loads.
- Plan and monitor MDM/Metadata project lifecycle deployment using agile methods.
- Ensure that the build and deployment of MDM components are of high quality and comply with IT coding and security standards.
- Work with program areas and project sponsors to plan and execute multiple analytics projects asynchronously.
- Explain project findings and data limitations in simple, non-technical language to agency leadership and program staff.
- Develop and refine effective AI prompts and query strategies to retrieve and synthesize master data for complex data domains.
- Develop a library of standardized prompts and query templates for common reporting needs.
- Provide subject matter expertise on validating AI output, particularly with respect to identifying and mitigating hallucinations.
- Ensure all data outputs adhere to agency reporting standards, data governance, and compliance regulations.
- Promote a data-driven culture by enabling and empowering staff to effectively utilize data and AI.
- Stay up to date on new AI and data analytics tools and techniques to continuously improve program competencies.
- Work closely with data engineering, IT, and program teams to troubleshoot data-related issues and address inconsistencies and mitigation strategies.
- Provide expert guidance to program staff on interpreting data trends and answering complex data questions.
- Construct risk assessments and corresponding remediation plans relative to complex services proposals.
- Participate in the construction of detailed financial models that align with complex services proposals.
- Compose Statement of Work or other documents using departmental automation tools to craft detailed and accurate deliverables that specify processes, technology, staffing, and project management.
- Follow all organizational Standard Operating Procedures relative to cost modeling, approvals and reviews, and all other associated workflow and deliverables.
**Required Qualifications**
- 8+ years of advanced Informatica and ETL developer skills.
- 8+ years of experience and understanding of Enterprise Information Management best practices.
- 8+ years of experience designing and implementing Master Data Management solutions.
- 8+ years of experience designing and implementing Informatica PowerCenter custom solutions.
- 8+ years of experience with Erwin and ERStudio data modeling tools or equivalent functional toolsets.
- 8+ years of strong communication, analytical, and interpersonal skills at all levels.
- 8+ years of proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities.
- 8+ years of strong technical writing skills.
**Preferred Qualifications**
- 5+ years of experience as an Oracle DBA.
- 5+ years of experience installing and configuring Informatica Metadata Manager architecture.
- 5+ years of experience architecting Master Data Management solutions.
- Bachelor's degree in Computer Science, Systems Engineering, or equivalent experience.
**Work Location & Requirements**
- Position is 100% onsite at 4601 W. Guadalupe, Austin, Texas 78751 (no remote work).
- Candidates must be local to the Austin area only (within 50-mile radius) and must already reside in Texas.
- All travel, per diem, parking, and living expenses are at the candidate's expense.
- Candidate may be required to work outside normal business hours on weekends, evenings, and holidays as requested.
- Candidate must sign an Acceptable Use Agreement as a condition of employment.
- Candidate must sign and return an Information Technology Staff Augmentation Contractor Integrity Agreement before a purchase order is issued.
- Candidate must sign and return an Information Security Cybersecurity Training Acknowledgement before a purchase order is issued.
- Vendor must conduct a criminal history investigation of the candidate and provide the results prior to the issuance of any purchase order (investigation must have been conducted within six months prior to purchase order issuance).
