**Location:** Austin, Texas
**Duration:** 09/01/2026 – 08/31/2027 (initial term, up to 3 years with renewals)
**Hours:** Monday through Friday, 8:00 AM to 5:00 PM (approximately 160 hours/month; may require evenings, weekends, and holidays)
**Overview**
A Texas state agency seeks a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS Program comprises HR/Payroll (including Recruit functionality), Financials, STARR, and all ancillary systems. The selected candidate will provide senior-level consultative services and technical assistance, with primary responsibility for the CAPPS security framework. The candidate must be adaptable and able to learn and integrate new systems and platforms as needed, such as CGI Advantage.
**Key Responsibilities**
- Perform highly advanced (senior-level) consultative services and technical assistance work related to supporting the CAPPS Program
- Manage and enforce role-based access control (RBAC) and least-privilege models within CAPPS and connected systems
- Design and maintain segregation-of-duties (SoD) rules; identify and remediate SoD conflicts across business processes
- Review and validate security roles, permission sets, and custom authorizations within CAPPS and all ancillary systems
- Monitor and analyze authentication, authorization, and privilege-escalation logs for suspicious behavior and coordinate findings with the Information Security Office
- Oversee secure integration of third-party apps via SAML, OAuth, OIDC, SCIM, and custom APIs
- Validate CAPPS application changes, customizations, and workflows for security and compliance impact
- Respond to and investigate identity-related security incidents, including account compromise, unauthorized access, and fraud indicators
- Ensure all digital products and content meet WCAG 2.1 accessibility standards
- Review and suggest approval for all assigned Security Deliverables related to CAPPS Architecture, System Development Lifecycle, Disaster Recovery, and Security Plans (SSP)
- Plan, design, develop, deploy, support, and maintain system configurations and modifications for CAPPS HR/Payroll application
- Perform highly advanced analysis and participate in special projects and cyclic processes, including production expansion projects, fiscal year end closer, legislative system changes, third-party integrations, and PeopleSoft Image upgrades
- Provide Level 2 Service Desk duties including ticket handling for complex issues, in-depth troubleshooting, well-documented analysis, and basic configurations
- Actively respond to and maintain customer ticket requests via the CAPPS Service Desk
- Participate in Major Incident Management (MIM) process for P1 and P2 incidents
- Participate in Disaster Recovery and Upgrade Testing activities
- Participate in annual SOC-1 attestation audit
- Make presentations at CAPPS User Groups
- Complete a minimum of ten (10) hours of professional training annually in a relevant area of expertise (on personal time, at own expense)
**Required Qualifications**
- 10+ years extensive Texas public sector experience, directly working for or supporting a Texas state government agency
- 10+ years extensive experience performing technical activities in support of application systems
- 10+ years extensive experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross-functional communication
- 10+ years experience preparing materials for and conducting executive-level presentations
- 10+ years experience performing technical project management activities in support of CAPPS program
- 10+ years experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
- 10+ years extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
- 10+ years experience in IT security and control practices
- 10+ years technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
- 10+ years experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances
- 8+ years experience with IT service desk functions, knowledge of ITIL framework methodologies and processes
- 5+ years experience serving in a security analyst role with responsibility overseeing a Managed Services provider
- 5+ years experience with user role segregation of duties (SoD) in multi-tenant software applications
- Experience in gathering business requirements for large projects
- Strong written, verbal, and interpersonal communication skills
- Knowledge of project management methodologies
- Knowledge of technical and functional attributes of Oracle PeopleSoft
- Problem-solving skills and ability to multitask with readiness to put in extra efforts when necessary
- Experience with Agile and other SDLC methodologies
- Experience with ITIL methodologies
- Experience with or knowledge of information security frameworks (i.e., NIST)
**Preferred Qualifications**
- 10+ years experience with software and hardware management industry best practices
- 10+ years experience with legacy Statewide Financial Systems production support activities
- 10+ years experience developing technical specifications to support IT procurements
**Work Location & Requirements**
- Primary work location is remote (telework); remote working location must be within the continental United States at all times
- On an infrequent ad-hoc basis, may be required to be at the on-site location based on business need
- May be required to work outside normal business hours on weekends, evenings, and holidays, as requested
- Must pass criminal background check
- All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense
- Work independently in a diverse team environment with on-site and remote team members
