Job description

**Location:** Austin, Texas **Duration:** July 6, 2026 – August 31, 2026 (up to 240 hours) **Hours:** Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays); occasional evenings, weekends, and holidays as needed **Interview Mode:** Microsoft Teams **Overview** A Texas state agency seeks a Systems Analyst 2 to support Medicaid claims processing systems. This short-term engagement requires a professional with 5+ years of experience who can work independently under limited supervision to analyze business requirements, document system needs, and ensure effective communication across technical and non-technical stakeholders throughout the Software Development Life Cycle. The role demands strong analytical skills, creativity, and the ability to identify alternative solutions to complex business problems. **Key Responsibilities** - Assist in development of project documentation based on agency and DIR requirements, including application on-line help - Conduct requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements - Create Use Cases, flow charts, acceptance criteria, and other documentation needed for system enhancements - Analyze new and existing business processes to determine how modifications and changes will impact the system - Serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication throughout the Software Development Life Cycle - Ensure that design complies with agency standards - Perform necessary testing of assigned programs, including generation of test data, writing test scripts/execution sequences, examining test results, and debugging detected errors - Use current software development methods/techniques and established development standards to ensure quality and maintainability of applications - Provide status reports on enhancement activities and resolution of issues impacting the system - Notify immediate manager and technical lead of critical issues impacting the system's ability to deliver services as designed - Attend regular status meetings to update team members such as developers, business analysts, database administrators, and project managers on progress of assigned work - Regularly update assignments through the use of a ticketing system allowing for the sharing of information with project team members - Provide information to non-technical and technical staff via email, telephone, and formal presentations covering system functionality, data collection processes, and other technical issues - Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system through one-on-one discussions and group sessions - Prepare documentation illustrating system architecture, workflows, and dependencies for project deliverables - Update immediate supervisor, other management team members, and system stakeholders regarding recommended implementation strategies and solutions **Required Qualifications** - 5+ years of experience with Medicaid Claims Processing - 5+ years of experience in business objectives and problems and identifying alternative solutions - 5+ years of experience in reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or to improve existing computer systems - 5+ years of experience in writing detailed descriptions of user needs, program functions, and steps required to develop and/or modify computer programs - 5+ years of experience in cost/benefit analysis of systems and alternatives - 5+ years of experience in analyzing and documenting input and output requirements, such as forms of data input, how data is to be summarized, and formats for reporting - 5+ years of experience with Azure DevOps and generation of wireframes - 5+ years demonstrating a high level of sound logic and analytical ability - 5+ years demonstrating highly developed oral and written communications skills - 5+ years demonstrating a high level of interpersonal skills to work effectively with others, motivate employees, and elicit work output - 5+ years of knowledge and understanding of Information Technology industry trends, directions, and market experience; ability to relate them to own organization - 5+ years of knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, organizational structure, etc. - 5+ years of knowledge of emerging technologies (new to company systems as well as those that are new to the information systems industry) - 5+ years of knowledge of tools, techniques, and good practices for protecting the integrity of corporate data and associated processing, company technology practices, standards, and procedures - 5+ years of knowledge of solution delivery utilizing Agile or Scrum methodology **Preferred Qualifications** - 2+ years of experience with Texas DIR Project Delivery Framework and document templates - 2+ years of familiarity with company's information architecture and information management methodologies - 2+ years of familiarity with the existing and planned software technology and the global, regional, and local software architecture and infrastructure components **Work Location & Requirements** - Position is onsite at 701 W 51st Street, Austin, TX 78751 (no remote work) - Local candidates only; must already reside in Texas - All travel, per diem, parking, and/or living expenses are at the candidate's expense - May be required to work outside normal business hours on weekends, evenings, and holidays as requested - Must pass criminal background check - Must sign an Acceptable Use Agreement and Contractor Integrity Agreement as a condition of employment
