**Location:** Austin, Texas **Duration:** July 13, 2026 – August 31, 2026 (up to 360 hours) **Hours:** Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays); overtime may be required **Interview Mode:** In-person and Microsoft Teams **Overview** A Texas state agency is seeking a Business Analyst 3 to provide business and systems analysis in support of the retirement of the Client Assignment and Registration (CARE) system and migration of legacy components to future applications. This role requires a highly skilled communicator to serve as a project-focused technical business analyst translating complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements, building business process flow diagrams and visuals. The position will support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions across several concurrent, coordinated workstreams. The selected candidate must be able to work across business, application, data, reporting, infrastructure, security, and project delivery teams to document current-state business and technical processes, translate business to technical needs, map business and technical dependencies, identify gaps, and work with stakeholders to define future-state business and technical requirements that support continuity of Medicaid operations. **Key Responsibilities** - Elicit, document, validate, and manage requirements; facilitate collaboration to synthesize information and ensure full coverage - Build traceability from stakeholder needs to system requirements; challenge gaps and validate assumptions for accuracy - Facilitate discovery and analysis of CARE functions; synthesize findings and deliver decision-ready analysis - Act as a bridge between teams, validate assumptions, and proactively address gaps - Ensure CARE retirement covers all critical dependencies through cross-functional reviews and actionable recommendations - Review, analyze, and evaluate business systems and user needs - Formulate systems to parallel overall business strategies - Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build - Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs **Required Qualifications** - 8+ years of business analysis experience reviewing, analyzing, and evaluating business systems and user needs - 8+ years of experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements - 8+ years of experience developing requirements traceability from business needs through design, development, testing, implementation, and operational readiness - 8+ years of experience conducting current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis - 8+ years of experience documenting use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications - 8+ years of experience working across business, application, data, infrastructure, security, and vendor teams - 8+ years of experience supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points - 8+ years of strong written and verbal communication skills, including executive-ready summaries and technical documentation - 8+ years of experience analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies **Preferred Qualifications** - 4+ years of experience supporting legacy system modernization, mainframe retirement, system replacement, or enterprise transformation - 3+ years of experience with Medicaid, health and human services, claims, eligibility, provider, waiver, behavioral health, IDD, State Supported Living Centers, or related public-sector spaces - 3+ years of experience with application development or infrastructure deployment projects - 2+ years of experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system design - 2+ years of experience with Texas Project Delivery Framework, DIR, state government IT governance, or public-sector procurements - 1+ years with certification such as CBAP, PMI-PBA, PMP, Agile, Scrum, SAFe, or related credential **Work Location & Requirements** - Position is onsite at the primary work location in Austin, Texas (no remote work) - Local candidates only; must already reside in Texas - May be required to work outside normal business hours on weekends, evenings, and holidays as requested - All travel, per diem, parking, and living expenses are at the candidate's expense - Must pass criminal background check as authorized by Texas law - Must sign an Acceptable Use Agreement and Contractor Integrity Agreement as conditions of employment - Must complete Information Security Cybersecurity Training Acknowledgement
